Paul is an Associate Director at Oben Regulatory and a Chartered Accountant. Immediately prior to joining Oben Regulatory, Paul spent fifteen years at the Jersey Financial Services Commission with his time divided equally between roles in Supervision and Enforcement. During his time in Supervision he was instrumental initiating and leading on-site examinations at a number of Funds and Fund Services Businesses. This resulted in his involvement in heightened supervision and liaising with Enforcement colleagues and other regulatory and law enforcement agencies in relation to a number of cases, including a number of distressed property funds.
In the Enforcement division, Paul was involved in understanding the issues relating to funds, fund services businesses, investment businesses and trust company businesses. This necessitated consideration of a wide variety of potential breaches of the Regulatory Laws, Orders and Codes of Practice and a problem solving skill set to understand the complexities of the structures and arrangements involved.
Prior to working at the regulator Paul was employed by a major international accountancy firm for twenty years and was involved in providing audit and accountancy services to a wide variety of financial services businesses.
